Mr king Chanlay was born on 10 January 1958 at Kandal Village, Preah Neth Preah Commune, Battambang Province, Cambodia. His parents'name are King Teav, and Bin Lorn, who were in the farmer family. They both died in Pol Pot Regime. This is his brief background.

Firstly, From 1981 to 1988, Mr. king Chanlay was a businessman at Phsar Ler of Siem Reap Province. In 1989 he and his family moved to Battambang and became a businessman in Phsar Nat or Central Market of Battambang City. Then In 12.12.2004, Mr.King Chanlay was elected as an elected member of Battambang Chamber of commerce. He went to Australia, American, Makao, Hong Kong, Taiwan, Vietnam, Thailand, China in term of business communication and finding business partner in 2005, he set up another partnership company, which is called FTC Co, Ltd.

He was a shareholder of Baiting Kampuchea Plc. Moreover, he became a Managing Diretor of Puthik English School in 2006 in Battambang Province. Secondly, In 2007 he became a Managing Director of King Chanlay Mfone Shop-West region Which is covered in Battambang banteaymeancheay, Pursat, Pailin, and Kompong Chhang Province.

Recently in 2009, he ran his own company whih was called KCLAY AKCHALNATROB Co,Ltd. Now it is extended its coverage over 7 branches In 7 province such as Battambang Province, Banteaymeanchey Province, Pursat Province, Kompong Chhnag Province, and Siem Reap Province
